[SSS] GWR 14xx Sound Pack - Whistle Patch
This patch implements the proper brake whistle sound, with its accompanying steam particle, as it was absent from the SSS Sound Pack, and instead had a different brake whistle sounding B key.
Spacebar [Main Whistle]
Ctrl + Spacebar [Deep Tone Main Whistle]
Shift + Spacebar [Random Short Blasts]
B Key [Bell/old brake whistle]

This patch basically swaps the whistle controls for the brake whistle and short random whistles. So now the brake whistle now has its working whistle particles.
