Typically the reskins from this website have a README.txt file.
You follow the instructions there.
But it laymen's terms...
You drag and drop the Assets folder in the reskin you downloaded, into the Railworks folder that you can find by going through Steam Library
and then right clicking on Train Simulator Classic in the games list, and click 'Browse Local Files' under Manage.
Then you follow through with the README.txt file, which involves copying and pasting GeoPcDx files from the original source of the DLC
and pasting them into the designated folders in the reskin you installed.
The problem of it not showing up, either follows these cases:
>> You installed the folder incorrectly
>> You copied the wrong geopcdx file
>> You didn't clear cache in Train Simulator in game settings
>> You ran it in quick drive, instead of testing to see if the reskin works in a Free Roam Scenario.
>> You bought the wrong DLC
>> You bought the steam version of a DLC instead of the original developer's website.
Make sure that you have 100% got everything right.
